Toccara was born on March 13, 1981 in Dayton, Ohio to Toni Rutledge and an unnamed father. Toccara is the only girl of four children. Toccara was told that she was beautiful and that she should be a model. Toccara's parents thought otherwise since Toccara wasn't thin.

She has been on the covers of Be, The Next Level MagazineNovember 2005, Black Men magazine, Black Hair magazine, Braids magazine, and King magazine February/March 2006, March/April 2006, and April 2008, Plus Model Magazine (October 2011).
